Third Party Inspection- Assuring quality of implementation under Jal Jeevan Mission

When it comes to smart cities, water infrastructure and safe drinking water are of utmost importance. Rural and urban infrastructure both demands continuous monitoring and checking of functioning of the infrastructure. One of the major infrastructure program, State Water and Sanitation Mission (SWSM) initiated implementation of the various Rural Water Supply Projects under the Jal Jeevan Mission. Jal Jeevan Mission Projects aims to provide safe and clean drinking water supply in adequate quantity on regular and long-term basis at affordable service delivery charges to each and every rural household thus improving the standard of living of the rural community. The project focuses on providing water through taps as a service with clear benchmarking of service level. It refers to providing assured water supply at 55 LPCD (litres per capita per day), of prescribed quality (BIS 10500: 2012) on regular and long-term basis. This landmark project, which aims to bring clean, running water to every rural home by 2024, is a significant step forward in achieving the mission’s goals.

SWSM appointed Ceinsys Tech Ltd as its consultant to provide Consultancy Services for Third Party Inspection (TPI) and Monitoring of Physical & Financial Progress of Various Rural Water Supply Projects comprising of Intake wells/tube wells, Water Treatment Plants (WTP), pipelines of rising/pressure mains, Main Pumping Stations (MPS) overhead tanks (OHT), distribution pipe lines, individual house connections, public stand posts, booster/intermediate Pumping Stations and related civil works etc.

 

The objective of the project was to ensure quality and quantity controls for all the SWSM projects or all 75 districts of the state divided in 18 clusters. As the TPI consultant, the major activities involved were inspection of construction work such as checking of test reports of material used for construction, quality measures adopted in the field, safety measure adopted by the construction Agency (the Agency), quantity and quality of works executed as per Contract Bill of Quantities (BOQ) for payment claimed, checking of functioning of the infrastructure during trial run and making recommendation of the payment of work executed.

The scope was further extended to the following activities:

  • Third Party inspection of construction materials & construction workmanship and submission of monthly reports.
  • Inspection of Machinery & electro mechanical equipment.
  • Monitoring of Physical & Financial Progress.
  • Documentation of the above said activities.
  • Maintaining the safety practices
  • Ensuring environmental and social safeguard
