Unified GIS Solution for Electric Utilities Integration and Dashboarding

Central Electricity Supply Utility Limited (CESU), is the regional unit of Orissa which serves medium voltage power transmission and distribution in central region of the State and ensures that the customers receive the highest quality of customer service available in the state. The basic objective of the project is Design, Development, Deployment and Operations of an updated GIS Platform for viewing and accessing electrical network asset and consumer data under RAPDRP.

RAPDRP- Restructured Accelerated Power Development & Reforms Programme, a central sector program was launched by Indian Government with an aim to reduce AT&C losses, Energy accounting and auditing & Enforcement of Transparency in business operation. Under this programme it is proposed to cover towns with high density population areas having significant loads from domestic and industrial connections. This programme outlines GIS mapping, Metering of Distribution Transformers and Feeders, and Automatic Data Logging for all Distribution Transformers and Feeders integrating into SCADA and Distribution Management System (DMS) for the IT application. The IT application is for meter reading, billing & collection; energy accounting & auditing, MIS, redressal of consumer grievance and establishment of IT enabled consumer service centres.

The main objective of this project was to map and implement legacy data to latest ESRI platform and capture /collect the network assets and Consumer details through survey and create a complete

GIS based Asset Management System that are in line with the aforesaid objectives.

The scope of work includes the following:

Capture/ collect all network assets and Consumer details through survey and migrate to ESRI and Arc FM 10.2.1 version, software solution design, development and customization of a unified web-based GIS platform for RAPDRP areas, accessible on desktop.

The scope further included:

  • Building rule based ArcFM electric distribution data model.
  • Development of unified GIS Software Platform capable of catering to AM and consumer data of RAPDRP areas of CESU.
  • Design and Development of Web Application for GIS System.
  • Integration of GIS platform through appropriate connector/web services with technologies like SAP-MM, SAP-AM, SAP-CRM, SAP-PM, Energy Audit, SCADA, MDAS, Network Analysis etc.
  • Onsite Implementation and Configuration.

The solution designed by Ceinsys ensured the following benefits:

  • Reduction in Distribution Losses up to 15%.
  • Increase in revenue with the adjustment of billing grade.
  • Reduction in Theft pockets by introducing underground network based on data analysis.
